About the Breeze Development Team


The Developer: Howard A. Jacobs of Oceanside-Nevada, LP

Howard has over 35 years of experience successfully developing many sophisticated, urban infill, “smart growth” developments in Southern California (Click here for bio and references).

All of those projects have included at least some of the complex design, engineering and construction elements found in Breeze; yet Breeze will incorporate the most environmentally sensitive, modern and luxurious features of them all. Jacobs is proud of what he has built in the past; and is even more excited about the opportunity to help create Breeze as a positive and sustainable addition to Oceanside because he knows it will be a true asset to the Community.

Successful developments result from open and productive collaboration between the Development Team and the Community; and Howard feels grateful and honored each time members of a community entrust him to create a positive contribution to the built environment. Howard is raising his children in North County. He wants to help both improve and preserve the wonderful quality of life here for future generations. He knows that good, high quality housing is badly needed but that it should be created with proper sensitivity to the environment. This is not a new concept for Howard. In the year 2000, one of his previous companies was awarded Santa Monica’s Sustainable Quality Award. The Santa Monica Chamber of Commerce wrote:

“…projects reflect their policy of using the latest urban design and construction technology and demonstrate “green” building and energy conservation wherever possible.”

The Urban Planner: Ann Gunter of The Lightfoot Planning Group

Ann Gunter, AICP, has been involved with implementing Oceanside land use plans for over 30 years. She has worked on many of Oceanside’s significant development projects and has a real talent for finding creative ways to address project issues, allowing for successful design and coordination, working with diverse teams on infrastructure, site development, and entitlement processing. Ann knows Oceanside well, loves and respects the City and works to bring the Development Team and the Community together to create a project of which we can all be proud.

The Architects

Principal Architect: Bob Abrahams

Bob has over 25 years of experience working in the United States and Canada. His work includes hospitals, schools, multi-residential and recreational projects. He has designed a wide range of multi-residential projects ranging from single story duplexes to high-rise towers and from hundreds of condominium units to a condo retrofit within a historical cathedral. He has done multi-residential work in Los Angeles, Santa Monica, West Hollywood, Vancouver, Toronto and Newfoundland. He is an experienced planner of new communities, having worked both for developers doing urban design and architecture for planned communities and for municipalities doing peer review and drafting design control guidelines. Some well-known clients include the Cities of Santa Monica, California and Toronto, Canada; Best Buy, and Aveda Corporation.

Landscape Architect: The Lightfoot Planning Group

Landscape architecture is critical to the Breeze design which incorporates and embraces the natural contours of the land.

The Engineers

Structural Engineer: Masoud Dejban of Masoud Dejban, Inc.

For over 30 years, Masoud has helped create thousands of properties in California and Nevada, including multi-residential, commercial and mixed-use projects. Masoud is considered a “master” of creative and sophisticated structural design.  He has designed many buildings of the same type as Breeze.  Just a sampling of significant clients include Mercedes-Benz, Walt Disney Company, Coca-Cola, The Los Angeles Unified School District and Neiman Marcus.

Civil Engineers: Ron Holloway and Bruce Rice of BHA, Inc.

Established in 1985, BHA has been involved with a wide variety of projects, including residential, commercial, master plans and parks. Some notable Oceanside examples are The Oceanside Museum of Art (for which BHA donated its services), Plaza d’Oro, The Montego and Pacific Coast Business Park.

Geotechnical Engineers and Geologists: Geotechnical Exploration, Inc.

This San Diego firm was founded in 1976. With professionals licensed as Civil Engineers, Geotechnical Engineers, Certified Engineering Geologists and Geologists, GEI provides services for residential, commercial and industrial projects throughout Southern California.
